Let’s say I get some money and withdraw it to my bank account.. I get some more money .. Can I withdraw it also before its transferred?

Yes, you can do another withdrawal while waiting for the last withdrawal request made to be transferred to your bank. The withdrawal will be subject to the same withdrawal charges.
My understanding is no. The money needs to be transferred into your bank account before you can withdraw it. Sometimes it takes a couple of days for the transfer to go between paypal and your bank account depending on your bank and country.
I have a paypal linked to my UK account and it immediately transfers to my UK bank account.
With my Australian paypal account, it can take up to 3 days to transfer from my paypal into my Australian bank account.
