I mean a service becomes unavailabile like website worldpay http://news.bbc.co.uk/1/hi/business/3713174.stm But what is the point yes it becomes unavailable but what does it help the people who made it unavailable get, is easier for them to hack the system this way or do they just do it for the sake of it?

Which is best for money and are they safe? Which one takes out the money faster than the other which is best

I have a bank statement showing I have been charged £16.89 on worldpay.com. It was an order something on Dhgate.com yet I have not reserved a email confirming the order from Dhgate.com are even reserved a delivery. Which company is reasonable? And how I go about getting money back.
