I bought a computer game on ebay on the fourth. I still have not recieved it, I sent the seller three e-mails and I’ve opened a case on ebay and Paypal. He still hasn’t responded. What do I do to get my money back? How do I escalate the case?

If you have tried 3 times to contact the seller and they have been unresponsive, you did the right thing by opening a case with eBay.
Now that you’ve done this, your next step is to…do nothing. From this point on, eBay will try to contact the seller to help get this resolved. Just keep checking your eBay messages for updates. Eventually, you will likely get a message stating that the seller is finally shipping the item, or a message stating that you’re getting a refund. Refunds get posted pretty quickly.
As of right now, there is nothing you need to do (or can do, really) to escalate the case. eBay will pretty much do about all of the work for you.

BTW: If this happens again with an eBay purchase and you think you need to open a dispute, just open a case on eBay. PayPal also gives you protection, but your coverage is a bit better on eBay, and usually the case gets handled a bit quicker by them as well.
You’ve contacted Ebay and Paypal. Ebay will deal with the seller, Paypal will deal with canceling the transaction. If you have not yet disputed the transaction (for reasons of non-delivery) with Paypal, do so now. Other than that there’s nothing you can or should do.
The fifth was Labor Day which means they mailed it on the sixth. It’s been nine days. Does it say how it was sent? Many games are sent media mail and that can take two weeks or more depending on how far away they are. You may have jumped the gun a little.
