    Hello Abdul,
I think you have worded your question wrongly, it is NOT whether the Gumtree site that is safe or not – it is whether the people who sell things there are genuine or not. The site itself is perfectly genuine and has thousands of satisfied buyers and sellers.
The HTC Sensation XL that you are thinking of buying for £190 is currently selling in Argos for £480.99http://www.argos.co.uk/webapp/wcs/stores…
So the first question you should ask the seller is WHY he is selling the item so cheap? Is it in working order etc? Maybe from his replies you might suspect that it is stolen, in which case you should avoid buying it.
When he says Cash on Collection, what he means is that if you want to pay him in Cash, you could arrange to meet up with him so that you can see the phone and try it out before you pay for it. It would make sense to take an older person with you for this type of deal to avoid being scammed and to ensure your personal safety.
If you prefer to pay him by PayPal then you would have to pay him the money first via PayPal and then he will post it to you. But your chances of him actually posting the phone to you after he has received your money do appear to be a bit slim.
Obviously the first option of seeing the phone first before paying for it in cash would be the sensible option – if you are satisfied that the phone is genuine and in working condition. It’s all up to you and how badly you need this HTC phone. Sometimes our greed for material possessions makes us oblivious to the dangers involved in buying something that seems too cheap to be true.

There are scammers who use the site, especially when expensive items are concerned, but not most sellers. If buying a car for example, this can carry the risk of being mugged at a set up meeting. Normally though, the best way to buy is collect in person, so that you can see before handing over the money.http://gumtree.force.com/Help/knowledgeP…
