Need Help With Paypal In Austria!?

I don’t want to use my visa card for some online transactions and so I was thinking of getting a paypal account, probelem is when I put AUSTRIA as my region. The whole thing turns into GERMAN!
I don’t speak German and there isn’t another language option on the page. so how am I suppose to navigate thru it “?!”
Other countries have an English interface so why not duitsch countries?
Is there another option to paypal?
I need to find some form of safe online payments in regards to my money and information and so on.
I really appreciate any information I can get regarding this.
One more thing.
also eBay works the same way when you click that region, and so I’m pretty much high’n'dry in regards to any online fanincal interaction.
