Okay so I’m about to win this item on ebay. I just set up a paypal account. Now do I have to add money to it from my bank account or will it automatically pull the money form my account to the paypal? If I do have to add money to the paypal what happens if I add to much? will I be able to transfer it back to my bank account.

Paypal will automatically take the amount of your payment from your bank account if you have nothing in your Paypal account. If you did transfer funds from your bank to Paypal you can transfer it back for no charge.
You can deposit and withdraw money or you can just allocate a credit card. When I win on ebay, paypal pays it and it later appears on my credit card statement.
It will charge it from your paypal account but if it doesn’t have anything in it, it will charge from your debit card.
