Suspicious Potential Buyer On Ebay? (part 2)?

Hello everyone, this is my first time posting a question on Yahoo Answers and I appreciate any help what so ever. Here’s my issue. For those Pokemon card fans, I actually buy and sell Pokemon cards on eBay to make bills. Recently I put up a PSA 9 1st edition charizard that looks like it should be a perfect 10. (Honestly I was confused how it didn’t get graded a 10) Many potential buyers have looked at my listing (right now over a 1000 views with 15 offers)
Here is where I am stuck, this one potential buyer left me an offer for $650.00! That is over the price I am selling it for by $300. He said that it was the best centered card he had seen in a while and if I allow him to purchase it and wait for his payment in 1 week he will be willing to pay the extra for it. He can see that people are trying to snag it so I can’t tell if he really wants it or if this is a scam. I contacted him about it, he said money wasn’t an issue, the card was important to him and that he would be receiving a large sum of money by the end of the week. The scary thing is, he has no feedback whatsoever. I know it sounds to good to be true, but he explained the situation with common sense and I only accept PayPal. Is there a way I should go about this to protect myself? Should I even consider or should I completely let it go?
Also, to make things clear. I blocked him right away from bidding on my auctions right when I saw he put a $650.00 offer in. I also declined the offer he put. He is pleading with me and throwing money at me. I had the common sense to know there was something wrong with this picture. I began considering when he begged me not to sell it to anyone else because he was a big time collector and (fill in the blank) with his reasoning. Anyhow, I did not follow through but after all his pleading I decided he may just be someone who is really interested. I wanted to make sure my actions were correct and that he could have scammed me if I followed through. For those who responded thanks for the details on what he could possibly be doing.

    Let me guess, you put up the auction with a high price and “or make offer” and now you’ve got a bunch of offers, with strings of course. You can accept any of the offers and close the auction and deal with that on-the-record buyer.
    The $650 guy’s negatives:
    (0) feedback. That means you can’t judge his ability to follow through at all. (<<–this is the biggie)
    Can’t pay for a week. (That’s no biggie, I’ve waited 3 weeks to get paid.)
    The $650 guy’s positives.
    He actually is discussing the card in his emails. That may sound silly, but the vast majority of scammers never customize their emails.
    Let’s say you let him win. He pays through Paypal. You actually SEE the money in your paypal account (it will show up as pending for 21 days, but it will be visible). You ship with signature required to the name and address on the Paypal account. You pay for insurance. He gets the item, he’s happy, you get your money.
    He can still file a complaint with Paypal for 45 days claiming he didn’t get the card. You have the signed receipt as proof he got it, so Paypal won’t give him the money. He can file a chargeback with his credit card for 60 days and Paypal, unfortunately, has a reputation for caving. The buyer would be required to return the card to you.
    If he files a complaint with Paypal that the card is significantly not as described, you quickly say you will accept the card back minus postage. Demand tracking and signature receipt.

    If you have the time, end the auction and then relist it. He should have his money by the end of the new auction.
    Obviously, don’t send the card before he pays you. Do not accept a PayPal payment that is done with a credit card, as they can go above PayPal and just file a charge back with the credit card company, claiming that they never received it or whatever.
    You can also make him pay you with a “mass” payment through PayPal, I do not think PayPal allows refunds for them. If he really wants the card, then he should be willing.
