Almost one year ago, I sent a kit for a helmet (a prop for display) to a person in Georgia. I live in Illinois. I paid him $75 to finish painting it and send it back. Now, a year later, he still has not sent it back, or even finished it. He has shown dated pictures (handwritten signs with the date, not simply camera dates) showing he still has them, but it could be months before he finishes.
There are others as well who did the same as I. Most/all of us want them back, no matter what state they are in, but he ignores our requests to have them returned.
We all still have paypal transactions showing when we paid him. Filing with paypal at this point is worthless, as they only cover 45 days, not a year.
Is there any other course of action I can take against him, legally, to have our stuff returned?



Odds are he has already sold your stuff. And why did you pay him before the work was done? You could contact your local law enforcement agency, many have economic crime units that may be able to help you. Or you can contact the police in the city/town the scammer lives in.
Other than getting an attorney not much else you can do. And is the item worth the cost of hiring a lawyer?
Lastly, I’d never send something of value to someone I found on the internet.
report them on the site (if its a online site like ”ebay” you can go to customer support and report the guy for that
